The kids follow a particular instruction only if given by Emperor Penguin and not otherwise. Only if the adult begins the instruction with 'Emperor Penguin Says.... Flap your arms' the kids have to follow the instruction. If the adult just said 'Flap your arms' instead, the kids do not follow that instruction.
